The People's Survival Fund (PSF), created pursuant to Republic Act (RA) 9729, the Climate Change Act, and its amendment, RA 10174, is a special fund for adaptation programs and projects falling under the National Strategic Framework on Climate Change (NSFCC). The fund is open to local government units and communities for (1) adaptation activities in water resources management, agriculture and fisheries, health, infrastructure development, and natural ecosystems; (2) improvement of monitoring of vector-borne diseases due to climate change; (3) forecasting and early warning systems; (4) institutional development for preventive measures, planning, preparedness and management of impact relating to climate change; (5) strengthening or establishing information networks; (6) guarantees for risk insurance for farmers and other stakeholders; and (7) community adaptation support programs by local organizations.
The first call for proposal for the PSF was made in 2015. In 2018, funds were programmed for release for the implementation of four projects in del Carmen, Siargao Islands in Surigao del Norte; Lanuza in Surigao del Sur, Gerona in Tarlac, and San Francisco in Camotes Island in Cebu. Experiences of these four LGUs in accessing the funds will provide insights for the improved management of the PSF and take into account the needs and expectations of the stakeholders in accessing the funds.
