TA-9681 REG: Formulation of the National Agriculture and Fisheries Modernization and Industrialization Plan (NAFMIP) 2020-2025 (50266-001)

In August 2019, the DA Secretary introduced the New Thinking for Agriculture as the Department’s strategy to achieve a food secure Philippines with prosperous farmers and fisherfolk. The Department shall formulate the National Agriculture and Fisheries Modernization and Industrialization Plan (NAFMIP) 2020-2025 anchored to the New Thinking for Agriculture including its eight (8) Paradigms and highlighting thrusts to modernize and industrialize the agriculture and fisheries sector. The plan shall likewise consider relevant laws and development frameworks vital to agriculture and fisheries development. New priority programs and projects focusing on the New Thinking, as well as the recently-enacted laws such as Rice Tarrification, Sagip Saka, Farm Tourism and Food Safety shall also be considered in the plan.

Objectives

1. To formulate the NAFMIP 2020-2025 taking into account the following:

• New Thinking to achieve the twin objectives: Masaganang Ani (increase productivity), and Mataas na Kita (higher incomes); and
• Doubling the income of farmers and fisherfolk in the next five (5) years.

2. To integrate the priority programs and projects of the DA Secretary in the component plans (i.e. commodity, functional and regional) and investment program of the NAFMIP 2020-2025.
